基于层次分析法、加比率评估法和多目标选择规划的海上联合搜救方案评估方法

Joint maritime search and rescue plan evaluation based on analytic hierachy process,additive ratio assessment and multi-choice goal programming

摘要: 针对海上突发事件的海上联合搜救方案的评估问题是典型的多属性决策问题,构建了基于层次分析法- 加比率评估法-多选择目标规划(AHP-ARAS-MCGP)的海上联合搜救方案评估方法。首先,构建海上联合搜救方案的评估指标体系,然后运用层次分析法获取专家的判断矩阵,并计算出决策准则的权重,并进行一致性检验;再后,采用加比率评估法进行数据融合,根据多个专家对海上联合搜救的评分,构造专家的决策矩阵,并进行归一化,计算加权的归一化决策矩阵,给出海上联合搜救方案的最终效能值;最终,综合考虑影响海上联合搜救方案的多个目标,构建其多目标决策优化模型,运用多选择目标规划来选择最优海上联合搜救方案。实验结果表明,AHP-ARAS-MCGP在实际工程中能够有效提高海上联合搜救方案评估的效率。

Abstract: Maritime emergencies are very complex. The evaluation of joint search and rescue plans for maritime emergencies is a typical multi-attribute decision-making problem. An evaluation method for the joint maritime search and rescue plans was built based on AHP(Analytic Hierarchy Process), ARAS(Additive Ratio ASsessment)AND MCGP(MultiChoice Goal Programming),and a case of joint maritime search and rescue was designed to verify the method. Firstly,the evaluation index system of joint maritime search and rescue was constructed. Then the judgment matrix of experts was obtained by Analytic Hierarchy Process(AHP),and the weights of decision criteria were calculated. After that,the utility values of the plans were calculated by Additive Ratio Assessment(ARAS)based on the score matrix given by the experts. Finally,the Multi-Choice Goal Programming(MCGP)was used to select he optimal plan considering multiple goals that affect the performance of the plans. The experimental results show that the AHP-ARAS-MCGP algorithm can improve the efficiency of the joint maritime search and rescue plan evaluation.
