Abstract: Concerning the insecure factors of Short Message Service (SMS) in public mobile network, a SMS system for secure communication was put forward. From the point of views of real-time protection ability, active protection ability, and management-control ability, feature and architecture of the system were introduced， security policy of the system was described in detail, and finally the scheme was implemented.

摘要： 针对目前移动公网中短信系统存在的不安全因素，提出了一种安全短消息通信系统。然后基于实时主动防护与管控的安全角度，介绍了系统的功能特性和系统的层次架构，并详细阐述了系统的安全策略。最后对该系统进行了实现。
