Abstract��Supported by the project of China Next Generation Internet (CNGI), a large-scale deployable, carrier-level and multiple modes video surveillance system was designed and developed. The framework and implementation of video surveillance system were proposed. The system was divided into five main models including service management, calling process, Authentication, Authorization, Accounting (AAA), audit management and operation support system. The functions, structure and interactions of those models were described in detail. The test of this system application on CNGI has been completed, which proves that the system can satisfy the requirement of the large-scale deployment and carrier-level video surveillance service to society.
